Montiel initially said the female driver of a black Mercedes Benz appeared to have had a medical emergency behind the wheel, but an investigation is being conducted to see if drugs or alcohol may have been involved or what exactly lead to the creash. Aside from the worker killed, another worker suffered minor injuries according to the CHP.

The workers were part of crew contracted by the County of San Mateo County to do work for Caltrans.
