Robert Mueller served as FBI director from 2001 to 2013 and led the investigation into allegations of Russian meddling in the 2016 presidential election.
Mueller felt he could not to reach a conclusion as to whether the then-president might have obstructed the investigation, leaving the decision on obstruction charges to the Justice Department.
The Justice Department announced indictments in special counsel Robert Mueller's investigation of Russian interference in the 2016 election against 12 Russian nationals, accusing them of engaging in a "sustained effort" to hack Democrats' emails and computer networks.
President Donald Trump asserted Monday that he has the right to pardon himself but suggested that he won't use that power, adding that the special counsel investigation is "unconstitutional."
The materials included communications from more than a dozen senior Trump transition officials, including former advisor Michael Flynn.
The removal of the agent, who also had worked on the investigation of Hillary Clinton's use of a private email server, occurred this summer.
