Consumer Report: Spike in Water Rate in Philadelphia

Beginning this month Philadelphia Water Department customers will see a 5.7 percent rate increase for usage and service. the average residential customer will shell out an extra $3.20 a month.

On your July bill you'll also see a one-time advance service charge of around $2.34. This fee is added to your bill any time a rate change takes effect.

The new bills will now also include the itemized amount you pay each month for storm water management.

But as Laura Copeland of the Water Department points out, that isn't a new fee:

"The service charge is not a new fee, it was always embedded in the service charge, we're just pulling it out so that they understand that they are paying for the cost of storm water management."
