Government officials in Argentina suggested to the director of Venezuela's intelligence service that charges could be dropped against a man discovered with a suitcase filled with $800,000 in cash, apparently to head off disclosure that the money was intended for an Argentine presidential candidate, according to a secretly recorded conversation played in federal court here on Thursday.
