Barack Obama laid out his first budget plan as president Feb. 26, 2009, unveiling a $3.6 trillion blueprint for 2010, a bold proposal that would transfer wealth from rich taxpayers to the middle class and the poor while also predicting a huge federal deficit of $1.75 trillion this year.
