Judy Baar Topinka says everyone who files taxes in the state in 2014 will be getting an extra piece of paper in their bill. It's a chart showing how tax dollars are spent and how far behind the state is in paying its bills
She says it will empower taxpayers
"They have information and say 'this is where I think you can make the cuts. This is where I think you can make life better for Illinoisans,' so it arms them if you will," said Topinka.
Baar Topinka says Illinois still has about $9 billion in unpaid bills and says a lot of money could be saved by consolidating departments like the treasurer and comptroller and eliminating the lieutenant governor position
