Emanuel Wants To Fast-Track Construction Projects

CHICAGO (CBS) -- Mayor Rahm Emanuel says the city is teaming up with the University of Chicago to spur development in Hyde Park and other parts of the South Side.

Emanuel says he was stunned when University of Chicago officials told him that it took them only about seven or eight months to build a campus in China.

But because of the city's complicated regulations and permit process, it took 23 months for new campus lighting in Chicago.

"I don't want the city's regulatory process to be a speed bump," Emanuel said. "I want it to be the speedway."

The mayor says the city will fast-track the permit process for the U of C:

"They'll be building hospitals, they'll be building new art departments," Emanuel said. "People we be at work and the community will be improved."
