Emanuel says just 4 percent of government workers in Chicago account for more than 60 percent of the city's health care costs, and the idea would be to deal with the most common and controllable problems.
"Smoking, obesity, diabetes, blood pressure and heart diseases – you get those costs under control, and you're get your health care costs not just under control, but also reduce them," Emanuel said.
Employees who don't make healthy choices, Emanuel says, might find their medicines or health plans cost more than those who do.
