Why was Harvey so devastating to Houston?

Jim Blackburn of Rice University has studied the effects of storms on cities for nearly 40 years. He told CBS News' Manuel Bojorquez that when Harvey came ashore, the storm laid bare a problem decades in the making: massive amounts of pavement covering the area's natural wetlands and prairies.
