Five Philadelphia educators charged in cheating scandal

Four Philadelphia teachers and a principal were arrested and accused of encouraging students to cheat. A grand jury report says they directed students to place their answers on scrap paper first until the teacher could check their work. The state also claims the principal even announced cheating instructions over the school’s public address system. Michelle Miller reports.
