Why is a simple majority not enough to pass legislation in the Senate?

President Trump tweeted Tuesday morning that it's "crazy" that a bill needs 60 votes to pass in the Senate. In the House it only takes a simple majority. CBS News chief congressional correspondent Nancy Cordes explains why that is and how senators have found ways around the rule.
