How To Learn English?

Many students come from other countries and don't yet speak English. In California, they can have their classes in their first language, usually Spanish, for as long as it takes them to learn English. But some don't learn it for years. Some never do.

Now some people want the rules changed. Next month, adults will vote on whether to give students just one year of school in their first language. After that, they'd have to take all their classes in English. People who want the change say that if kids have to learn English sooner, they'll get a better education.

Those against the change say that may be bad for kids. They argue that one year to learn English isn't always enough.
