It seems that every summer lately brings the same stories -- and same concerns. Heat waves lead to excess energy consumption which in turn leads to things like rolling blackouts. Those in turn lead to lots of talk by politicians and experts about the nation's rickety and outdated power infrastructure. That this cycle repeats itself is evidence not much gets done to ease the problems. It's enough to make one wonder what would happen if elections were held in August.
