Bizarre video of a man riding a cart in the middle of traffic

(CBS News) So chances are that most of you have been stuck in traffic at some point in your life. Talk about a frustrating situation.  Sometimes it's due to an accident. Other times it's because of construction. And while there are a multitude of possible causes to it, I have a feeling that none of you have ever seen something like the above video. The big reveal happens at about 21 seconds into the clip.

I mean... what the... why is he doing... how is this... I mean, seriously, right? That is just totally insane! Am I the only one who's jaw dropped when the big reveal happened? The bizarre video with absolutely no context was posted by YouTube user MrNewsRu and allegedly comes out of Russia.  As always, feel free to leave me some comment love below with your own thoughts and strange traffic stories.
