Poor pay the price as cost of justice goes up
The cost of justice has been going up. Many states are charging crippling "user fees" to defendants to underwrite costs and close budget gaps. Those who cannot pay end up in jail, a practice the Justice Department has called unlawful. Jeff Pegues reports.
