Singer and songwriter D4vd has been arrested on suspicion of murder for the death of a 14-year-old girl whose dismembered body was found last year in a Tesla belonging to the musician.

The arrest comes after the 21-year-old singer, whose name is David Burke, was the target of a grand jury investigation into the death of Celeste Rivas Hernandez.

"Detectives from Los Angeles Police Department, Robbery-Homicide Division, have arrested David Burke, a 21-year-old resident of Los Angeles, for the murder of Celeste Rivas. Burke is being held without bail," LAPD announced on X.

TMZ obtained a video that shows officers arresting the singer.

Detectives will present the case to the L.A. County District Attorney's office for formal charges. Prosecutors said they plan to announce their decision on whether to file charges on Monday.

Burke's attorneys, Blair Berk, Marilyn Bednarski and Regina Peter, said in a statement that the "actual evidence in this case will show that David Burke did not murder Celeste Rivas Hernandez and he was not the cause of her death."

"There has been no indictment returned by any grand jury in this case and no criminal complaint filed," the attorneys said. "David has only been detained under suspicion. We will vigorously defend David's innocence."

Former federal prosecutor Neama Rahmani said there are different types of grand juries, some of which do not need to return an indictment.

"In an investigative grand jury, typically, they don't have the power to return an indictment," Rahmani said. "That's one of the differences between state and federal grand juries. Typically, on the federal side, the grand jury can do both. If you convene a grand jury in state court for an investigative purpose, they typically will not return an indictment as well. They can prepare a report but that will go to the DA's office."

Rivas' family plans to attend Burke's arraignment on Monday and the ensuing press conference with the District Attorney's Office, according to the family's attorney, Patrick Steinfeld.

"The Rivas Hernandez family is committed to ensuring that Celeste's voice is heard and her memory is honored throughout this process," Steinfeld said.

Steinfeld added that Rivas' father, Jesus Rivas, said, "Thank God. Justice for Celeste," when he learned police arrested Burke.

The grand jury investigation came several months after the remains of Hernandez were found on Sept. 8, 2025, in the trunk of a Tesla registered in D4vd's name that was parked in a Hollywood tow lot. Her body was found "severely decomposed" and "dismembered," according to court records.

Notes, candles and flowers at a memorial for slain teen Celeste Rivas Hernandez, who was found dead in the trunk of a Tesla in a Hollywood tow yard on Sept. 25, 2025 in Lake Elsinore, California.

From overserved to served with a lawsuit, Carnival Cruise Line has been ordered by a Florida jury to pay $300,000 to a Sacramento woman who, according to a federal lawsuit, crewmembers served 14 tequila shots before she fell down a stairwell and was injured.

Diana Sanders, a nurse at a Vacaville hospital, filed the lawsuit after the January 2024 incident aboard the Carnival Radiance.

She told CBS News Sacramento that there is so much more to this story than her just being overserved alcohol. She said it's about systemic safety failures. She was not yet ready to share her experience in an on-camera interview.

According to the lawsuit, "Carnival crewmembers served [Sanders] approximately fourteen alcoholic beverages within a span of approximately eight hours... due to her inebriated state that was caused by this over-service of alcohol... [she] suffered a severe fall."

"When you do take these people on your cruise ship, you are responsible for their well-being," Sacramento defense attorney Mark Reichel, unrelated to this case, told CBS News Sacramento. "You can't over serve someone, and if something happens to them, the bar is, in fact, liable."

As for the fact that this presumably took place in international waters, Reichel says those laws would still apply.

"Where do they do business out of? And it is international waters, but where did they leave from?" Reichel explained.

The Florida jury found Carnival to be 60% liable for the incident, for failing to exercise reasonable care. Sanders was found to be 40% negligent for her own consumption.

Sanders claims she was visibly intoxicated, blacked out and woke up at the bottom of a crew-only stairwell, where she suffered a head injury and was covered in bruises she could not explain on her inner thighs and arms.

"They gave me conflicting information. They treated me like a criminal. I was very concerned they would not tell me exactly what happened to me," Sanders said in a social media video posted by her attorney, Spencer Aronfeld.

Sanders says she filed the lawsuit because the cruise line would provide no video showing what unfolded.

"Come to find out they had all the tapes right before but nothing afterwards, and they will not show us what happened that day," Sanders said.

According to the lawsuit, her injuries were severe. It reads, "As a result of these crewmembers' misrepresentations, [Sanders] has suffered severe bodily injuries resulting in pain and suffering, disability, scarring, disfigurement, mental anguish, loss of independence, loss of capacity for the enjoyment of life, expense of hospitalization, medical and nursing care and treatment."

Aronfeld says while passengers do have the responsibility to drink responsibly, cruise lines must also serve responsibly.

"When you serve somebody who is visibly intoxicated repeatedly drink after drink after drink, it can lead to disastrous consequences," said Aronfeld.

Aronfeld points out in the lawsuit, "To maximize revenue, Carnival deliberately designs its vessels to ensure there are alcohol serving stations in every nook and cranny of the ship."

Considering that Sanders had purchased a drink package on the cruise, Aronfeld says this case highlights the dangers of overconsumption and popular all-inclusive drink packages.

"Do you think that makes a cruise line rethink a service like that? Because that is the culture, right? To keep drinking to get your money's worth?" I asked Reichel.

"You couldn't be more right that the expectation of what they're purchasing is the experience that she had... you know, I think it's within limitations, and the alcohol is the limitation," Reichel said.

Carnival representatives told CBS News they disagree with the verdict and plan to pursue an appeal and a new trial.

A New Jersey family is demanding answers after their daughter died suddenly during a trip overseas with her fiancé. Ashly Robinson's family says they have received little information about what happened and are calling for a transparent investigation.

Robinson, an influencer who went by Ashlee Jenae online, had recently traveled to Zanzibar with her boyfriend, Joe McCann. Social media posts from her Instagram account suggest the trip was meant to celebrate Robinson's 31st birthday. McCann even proposed to Robinson during the trip.

Investigators in Tanzania said Tuesday during a news conference that they are questioning McCann and holding his passport until autopsy results are complete. Authorities previously told local media that he was not suspected of wrongdoing.

"She's always smiling. She loved being in front of the camera," her father, Harry Robinson, said. "Nothing about it makes sense. It just doesn't add up."

In an interview with CBS News, Robinson's parents said their daughter appeared happy in the days leading up to her death.

"They were in a gorgeous place in Africa and happy," her mother, Yolanda Endres, said. "Everything that we knew was that she was supposed to be happy. She was engaged, she celebrated her birthday thereafter, and then she's just gone."

The family said they first learned something was wrong when McCann called to say Robinson was in the hospital, but details were limited.

"I asked him when it happened and where it happened, and he told me that something had occurred 11 hours prior to when he was reaching out to me," Endres said.

They said communication then stopped. The next update, they said, came from the hotel, which informed them their daughter had died.

"The fiancé did not reach out to us at all. We found out from the hotel," Harry Robinson said. "That's devastating when your daughter's halfway around the world. We just wanted to know where she was at, who she was with, and that she was OK. Just give us something."

The family said they have not heard from police or medical officials and still do not know the circumstances surrounding Robinson's death. They are now calling for a full investigation, including a review of surveillance video from the resort.

Robinson's mother told news outlets that hours before her daughter was rushed to the hospital, she and McCann reportedly had an argument that led hotel staff to move them into separate rooms.

"There's cameras everywhere at a resort and that will match the timeline," Harry Robinson said. "Just do the investigation and let us know."

In a statement, the Zanzibar government's ministry of tourism and heritage urged people following the case to let the death investigation by police and other local agencies play out.

"We respectfully request continued patience and understanding as law enforcement officials proceed with their investigation, ensuring due process and upholding integrity for all parties concerned," the statement said.

The Zuri Hotel, where the couple was staying, said it was fully cooperating with local authorities and the U.S. Embassy in Tanzania.

"The management of Zuri Zanzibar is deeply saddened by a tragic incident involving one of our guests," a statement from the hotel said in part. "Our sincerest thoughts and sympathies go out to the family and loved ones during this painful time."

Robinson's parents are hoping for answers sooner than later.

"Her family right now, we are hurting," Endres added. "So we need to know. We just need to know. And we need to get her home."

Asked if they believe McCann had something to do with Ashly Ronsinon's death, Endres told CBS News, "We don't know what went on."

"It's under investigation and, like we said, you know, we just want transparency," Harry Robinson added.

CBS News Philadelphia has been unable to reach McCann, his relatives or anyone from the investment company he founded.

The State Department says it's monitoring the case.

Robinson's family said they hope to receive an update soon so that they can share with their daughter's followers. The family has started a crowdfunding page that's already raised about $42,000 to support travel.

According to the FBI, Roper shot at a car, killing a woman and injuring another.

On Sept. 10, 2020, Roper was charged with second-degree murder, armed criminal action, and unlawful use of a weapon, and a state warrant was issued for her arrest. A federal arrest warrant was issued in 2021 after officials said she fled to escape persecution.

KaShawn Roper has recently been added to the FBI's Ten Most Wanted List.

"From the moment we received information that Roper may be in our area, we surged into action, working in lockstep with our law enforcement partners to quickly track, locate, and apprehend her. This kind of seamless coordination is critical to ensuring dangerous individuals are taken off the streets. Given the serious and dangerous nature of her alleged crimes, her presence in the community posed an ongoing threat that we could not ignore. We all have a shared commitment to public safety and together, we will continue to relentlessly pursue fugitives and hold them accountable."

As per the FBI's policies, the agency will not say whether it will pay out the reward to anyone.

Officers also attempted to deescalate and offer assistance, saying, 'We are going to get you help,'" the commissioner said.

The slashings appeared to be random, according to investigators.

Tisch said Griffin boarded a Manhattan-bound 7 train at Vernon Boulevard in Queens at around 9:30 a.m. When the train arrived at Grand Central, he slashed an 84-year-old man on the platform and then went upstairs to the 4/5/6 platform, where he slashed a 65-year-old man and a 70-year-old woman, she said.

The victims were hospitalized with serious injuries, but they were not expected to be life-threatening.
The Federal Aviation Administration launched an investigation after a Frontier Airlines plane nearly collided with two trucks on an LAX taxiway.

No one was injured during the close call, but the pilot appeared shaken and worried while describing it to air traffic controllers.

"We just had two trucks cut us off," the pilot said in ATC audio. "We had to slam on the brakes to not hit them."

The plane was traveling at low speeds, likely giving the pilots enough time to avoid the collision.

"It happened so fast," the pilot said in ATC audio. "I have to go check on the flight attendants in the back. It was real close, closest I've ever seen."

Frontier Airlines said there were 217 passengers and seven crew members on the flight. It praised the pilots for their quick thinking. LAX has not released information about who was driving the trucks.

Brian Sinclair, a former F-18 pilot who is now an instructor at the U.S. Naval Academy, said air traffic controllers likely did not see the incident because it happened in a blind spot.

"In this case, there are three specific locations at LAX that ground people in the tower cannot see the taxiways," Sinclair said. "You could see that that would be a risk."

LAX has significant ground traffic with separate lanes for cars and planes.

"But, there are times when those lanes intersect, and the rules of the road still apply," said Kris Van Cleave, senior transportation correspondent at CBS News. "You got to yield for the bigger vehicle."

Van Cleave stressed that there were considerable differences between the LAX incident and last month's collision at New York's LaGuardia Airport in which two pilots died.

In the LAX close call, the plane was traveling roughly 15 mph compared to the significantly higher takeoff speeds.

"It is not a circumstance like we saw in LaGuardia, where you had vehicles that were responding to an emergency, that were crossing an active runway, that were under direct air traffic control," Van Cleave said.

Experts said this is a situation where improvement can likely be made.

"In my 20 years of naval aviation, a lot of lessons learned were written in blood, i.e., we had fatalities," Sinclair said. "Here is a perfect example of a get-out-of-jail-free lesson learned. Nobody was hurt. No equipment was damaged, and still there's a lesson to be had here."

In a podcast interview with Latino USA, a show by Futuro Media, revered labor leader Dolores Huerta speaks out about the allegations of sexual abuse against acclaimed civil rights leader Cesar Chavez.

A New York Times investigation that was published on Wednesday revealed allegations that Chavez raped and abused women and girls. The investigation included accounts from two women who allege Chavez sexually abused them when they were children in the 1970s. Huerta, 95, who co-founded a labor organization with Chavez that would later merge with United Farm Workers, has also alleged she was raped by Chavez in the 1960s, which led to two pregnancies.

"We have to remember that Dolores Huerta, like the rest of us, is reading the New York Times at the same time as the rest of us are," said Maria Hinojosa, the Latino USA journalist who interviewed Huerta. "If we're in shock, imagine the shock of Dolores Huerta."

In a statement, Huerta, who famously coined the phrase "Si se puede," said she had kept the assaults a secret for the last 60 years because she believed "exposing the truth would hurt the farmworker movement I have spent my entire life fighting for."

Huerta said she had experienced two separate encounters with Chavez. "The first time I was manipulated and pressured into having sex with him, and I didn't feel I could say no because he was someone that I admired, my boss and the leader of the movement I had already devoted years of my life to," Huerta wrote. "The second time I was forced, against my will, and in an environment where I felt trapped."

In response to The Times' investigation, the Chavez family called the allegations "deeply painful." They said they wish peace and healing to the survivors and commend them for their courage to come forward.

"We remain committed to farmworkers and the causes he and countless others championed and continue to champion," the statement said. "We ask for understanding and privacy as we continue to process this difficult information."

In her first public interview since the allegations surfaced, Huerta told Hinojosa that at the time of the incidents, she felt alone and that she didn't have anyone close by to reach out to help.

CBS LA has reached out to the Chavez Foundation for a comment in response to Huerta's interview.

"It never would have happened in the first place if I had not had this great admiration for him and he was my employer, he was my boss," Huerta said.

Huerta told The New York Times she had two daughters who were raised by other family members.

"The one thing I do feel good about today, I still, I have strong relationships with all of my children," Huerta said. "I have very, very strong and proud relationships of the two daughters that came from these incidents with Cesar."

Huerta said she never confronted Chavez about the alleged incidents, and that's one thing she is sorry about.

"I guess that's the one thing that I'm sorry about, because God knows, had I done that, maybe in some way, it would have prevented other women and girls, who knows," Huerta said.

Huerta said she is still trying to process the news that Chavez allegedly hurt others, but she applauds the other women for having the courage to share their stories. When asked if she's spoken to the other alleged victims, Huerta said she has not.

Huerta explained that although Chavez had a "dark side," it should not take away from the work the movement was able to accomplish for so many people.

"I think we just have to look at the accomplishments that were made, the things that farm workers have today, that they never had, the things that inspired so many people to get involved," Huerta said.

When Huerta was asked how she's taking care of herself, she said she has a strong support system helping her move forward.

"We're not going to let anything stop our progress, that we're going to continue to go forward until we get to the respect and the equity that our community and especially the women, deserve," Huerta said.

Gracey's family released a statement saying they are "heartbroken" by the "unimaginable loss."

The 20-year-old from Elmhurst, Illinois, was visiting friends studying abroad during his spring break. His family said he disappeared early Tuesday morning after visiting Shoko Barcelona, a club near the Villa Olimpica area on Barceloneta Beach.

His family said he had been with a group of friends that night but at some point became separated from them and never made it back to where they were staying.

Friends and family said they realized something was wrong when police called to say they found his phone. His wallet was later found near the beach. Gracey's father traveled to Barcelona to help in the search.

Thursday morning, Spanish authorities turned their search efforts to the sea, sending out boats, divers and drones. The search recovered a body from the water on Somorrostro Beach, in front of Shoko nightclub where he was last seen, which police identified as Gracey.

A spokesperson said that at this point, everything points to this being an accident and not a criminal act.
An immigration judge has denied the asylum claim for the family of Liam Conejo Ramos, a 5-year-old Minnesota boy whose arrest by U.S. Immigration and Customs Enforcement officers in January gained national attention.

According to a statement from Columbia Heights Public School District, where Ramos attends school, an immigration judge "ended the asylum claims of the family of Liam Conejo Ramos," describing it as a "heartbreaking" development.

"We understand that this decision will be appealed and remain hopeful for a positive outcome. Our thoughts are with Liam and his family, and we will continue to advocate for and support Liam and all children," the school district said.

An attorney for the family said they plan to appeal the judge's decision.

"So, first of all, the decision was not issued today. Today is the day we provided the information to the public," said Paschal Nwokocha an immigration lawyer working with the Ramos family. "A few weeks ago, an immigration judge based in New York issued a decision to terminate their asylum application and order them removed from the United States. And since that decision was issued, we had to file an appeal to an office called the Board of Immigration Appeals, who submitted that appeal, and it is pending before the board. So while the case is pending before the board, the family can remain in the United States until that appeal is adjudicated."

"Unfortunately, we don't know how long it will take for the BIA to make a decision on these cases, but what we know is that the appeal is filed, and we intend to vigorously defend the rights for the family to actually get to the merits of their case, said Nwokocha. "As it is, the challenge we have is that they have not had a chance to actually tell their story to an immigration judge. The judge terminated it without the benefit of them presenting the merits of their case, to the court."

Ramos made headlines when he was taken from Columbia Heights, Minnesota, with his father, Adrian Alexander Conejo Ramos, in January during Operation Metro Surge.

On Jan. 20, according to the school district, Ramos was taken with his father while in their driveway after just arriving home from his preschool classroom. School officials alleged the child was used as bait to knock on the door and ask to be let in, letting officers see if anyone else was home.

Both were taken to the Dilley Immigration Processing Center in Texas after a federal judge temporarily barred federal immigration officials from deporting them.

At the time of their detention, then Department of Homeland Security spokeswoman Tricia McLaughlin said that Liam Ramos had been abandoned by his father and that officers tried to get the mother to take custody.

In February, U.S. District Judge Fred Biery ordered government officials to release Ramos and Liam and return them home. Democratic Texas Rep. Joaquin Castro helped the pair return to Minneapolis.

In ordering the release of Liam and his father, Biery blasted the Trump administration, writing that the case had "its genesis in the ill-conceived and incompetently-implemented government pursuit of daily deportation quotas, apparently even if it requires traumatizing children."

Representatives for Liam and his father previously said the family is from Ecuador and that they entered the U.S. in 2024 under a now-defunct Biden-era system that allowed asylum-seekers to use a phone app to schedule an appointment to be processed at an official border entry. DHS, which oversees ICE, has said that it has no record of the family using that app, formerly known as CBP One.

There were new developments Monday in the case of 17-year-old former Northwestern High School football player Yahkeim "Keimo" Lollar, who was stabbed to death just days before Christmas in 2024.

On Monday morning at the Richard E. Gerstein Justice Building in Downtown Miami, Lollar's ex-girlfriend, Jahara Malik, pleaded guilty to manslaughter in the death of Lollar, who was known as "Keimo" and was stabbed in a third floor garage of a Little Haiti apartment complex near N.W. 6th Court and 61st Street on Dec. 20, 2024.

Malik, who was 17 years old at the time of the incident, had claimed she pulled out a knife as part of horseplay. Lollar's loved ones had been vocal during this case, pleading for justice.

Lollar's mother, Nathalie Jean, told CBS News Miami about the plea: "It's bittersweet — we're almost at the end. Now, justice is in the judge's hands. I hope my son can finally rest in peace. I want the maximum sentence. She killed my son for no reason, and I don't believe she's remorseful. If she was, she wouldn't have waited so long to take responsibility."

A sentencing date of May 5 was set for Malik. She could face up to 30 years in prison.

Her attorney, Larry Handfield, told CBS News Miami he may ask the judge for alternative sentencing, such as boot camp, a strict corrections program, or for Malik to be sentenced as a youthful offender, which could mean up to 4 years in prison and 2 years of probation.

"She wants to take responsibility even though there were unintended consequences. It says a whole lot that she is wanting to accept responsibility. Manslaughter is negligent conduct that was brought on, even though this was not the intended result," Handfield told CBS News Miami.

"I think she did the right thing. She is devastated. She's been remorseful since day 1. She immediately called 911 and tried to do life-saving measures," Handfield added.

But usually people don't mind," Milan said.

Calle Ocho happens in the heart of Miami's Cuban community, days after Cuban president Miguel Diaz-Canel acknowledged that Cuba is in talks with the U.S. and that 51 prisoners will be released on the Caribbean island. Cuba is also facing fuel shortages due to the U.S. blocking oil shipments from entering the country.

Roelis Jacomino, a Cuban, says the talks have him feeling optimistic.

CBS News Miami interpreted the interview from Spanish to English

"I think that yes, this is a good thing because that doesn't hold up anymore. Between the blackouts and the lack of combustibles , this is a very good thing," Jacomino said.

Diaz-Canel did warn that despite talks with the U.S. about longstanding differences, an agreement is far off.

Jacomino still says it's a step in the right direction.

"Hopefully one day, Cuba can be like this, how it is here.
The Florida Legislature wrapped up its regular 60-day session, and it may go down as the least productive session in the state's history. Lawmakers did not address property taxes; they did nothing to bring down the cost of homeowners' insurance, and they ignored the millions of Floridians currently without health care.

They didn't even pass a budget, which is the one thing they are required to do by law.

Instead, the governor and the legislature pushed more culture wars, passing a new anti-DEI bill and a bill granting DeSantis the ability to target certain individuals and groups as terrorist organizations. Legislators also forced through a measure that will make it harder for some people to vote.

What is Senate Bill 1296?

They also passed what is widely viewed as their latest union-busting bill.

On March 1, Facing South Florida took an in-depth look at Senate Bill 1296, which targeted public sector unions. The bill was sponsored by State Senator Jonathan Martin, a Republican from Fort Myers, and was pushed by the right-wing, billionaire-financed Freedom Foundation.

During a committee hearing, the Freedom Foundation's Southern Director, Rusty Brown, testified that the foundation does not believe Florida workers should have the right to organize – even though that right is guaranteed in Florida's Constitution.

The Freedom Foundation has never been shy about what its real intention is – which is to eliminate public sector unions. On their website – under a banner that reads "Why We Fight" – they argue that "government unions are a root cause of every growing national dysfunction in America."

SB 1296 was introduced three years after the Freedom Foundation's original union-busting bill, SB 256, passed the Florida Legislature. That bill, signed into law in 2023, made it harder for public sector unions to collect dues, while simultaneously forcing them to show that at least 60 percent of their members were paying their dues. Any union that failed to meet that 60 percent threshold faced a decertification vote.

Following the passage of SB256, the Freedom Foundation went after the state's largest teachers' union, the United Teachers of Dade, and financed a multi-million-dollar campaign to decertify the union and replace it with one that would be more friendly to their interests.

That campaign failed, and the teachers in Miami-Dade voted to keep their union, with 83% voting for UTD, 14% voting for the Freedom Foundation-backed alternative, and 3% voting to have no union at all.

In the three years since SB 256 passed, there have been 209 decertification votes against teacher unions across the state, and in all 209 cases, the teachers voted overwhelmingly to keep their union.

In response to these repeated losses, DeSantis and the Freedom Foundation moved this year to push SB 1296, which rewrites the rules for those union elections. Under the original version of the bill, the union doesn't just have to win a majority of the people who decide to vote – they would now be required to have a majority of every employee in the collective bargaining unit.

Supporters say similar laws are in effect in Wisconsin and Iowa, although the Wisconsin measure was recently ruled unconstitutional.

During a heated and prolonged debate, the bill was watered down slightly on the floor of the Senate. It was amended to require 50% participation in the union election and then a majority of those who voted.

The bill passed, but three Republican senators from Miami – Senators Ana Maria Rodriguez, Alexis Calatayud and Ileana Garcia – defied the governor and voted against the bill because they said it would hurt working people who are already struggling to survive.

Despite the changes, the bill will still make it easier to do away with government unions in Florida – especially teacher unions. The only unions excluded from the new law are the ones representing police and firefighters – the very unions that supported DeSantis and other Republicans.

DeSantis determined to rid state of unions

Republican lawmakers who spoke to CBS Miami said this bill targeting teacher unions was the governor's highest priority this session.

Andrew Spar, the president of the Florida Education Association, which represents teacher unions across the state, decried the bill's passing.

"I think it's unfortunate that lawmakers in the state of Florida have decided to stand with out-of-state billionaire-backed organizations rather than the people of the state of Florida, the workers of the State of Florida," Spar told CBS Miami. "Every day, workers in this state are struggling to pay their bills, to pay increasing rent costs and housing costs, and now soaring gas prices. And all we ask for is a fair shot at the American dream. It seems like this bill's main goal is to take away the protections that we have at work and our ability, our constitutional right and freedom to come together and advocate through a union and have a contract that protects our families and us."

Critics of the bill argue that the attacks on the teacher unions are part of a broader education strategy that has slowly been unfolding for the past 30 years.

And when you look at those efforts, critics argue, there has been a methodical march toward one goal – privatizing education and eliminating most, if not all, traditional public schools.

It started under Jeb Bush, who launched the first charter schools in the late 1990s, and included so-called opportunity scholarships for poor minority students in failing schools.

But those efforts have now metastasized into what we see today – an explosion of poorly regulated charter schools across the state, coupled with the massive, for-profit businesses that manage those schools.

And then of course there are the vouchers themselves.

In 2003, the spending on various forms of vouchers was approximately $86 million, according to state records.

Today, the state spends more than $4 billion of taxpayer money every year on vouchers, money that is given to families regardless of their economic need, money that now helps subsidize private and even religious schools.

"I would say that the ultimate goal of education policy in Florida is to eliminate public schools," Diane Ravitch, an education historian, said. "Not completely, but to use them as a dumping ground for the kids who are not taking vouchers or going to charters."

Ravitch was the under secretary of education in the George H W Bush Administration. A one-time conservative Republican, she initially supported vouchers and charter schools but now sees them as part of a larger effort to undermine traditional public education.

"What has happened over the years and as a result of the expansion of charters and now the expansion of vouchers is that it's perfectly obvious that all the things that I hoped would come true didn't come true," she told CBS Miami. "Charters are not better than public schools. Many of them are worse. Many of them open and then close. Florida has the highest rate of charter school closures of any state in the country. I think there are now about 700 to 800 charters in Florida, but 400 charters have opened and closed or got the money to open and never did open. They're fly-by-night, many of them.

"As for vouchers," she continued. "They have been something of a disaster because instead of saving poor kids from failing schools, they're now being offered as a subsidy for the upper middle class and the upper class so that instead of paying $30,000 a year in tuition [for a private school], the state is subsidizing them, giving them $9,000 to help pay for their tuition. It's a huge drain from the public schools because the public schools are losing money that they can ill afford.

She claimed 70% of the kids now receiving vouchers never attended public schools.

"They're going to the kids who are already enrolled in religious and private schools," she said.

Ravitch said the reason DeSantis and others are targeting the teacher unions is that they are often the last line of defense in supporting traditional public schools.

"Teacher unions are the only organized force that fights for public schools," she said. "If they can eliminate teacher unions, if they can cripple the teacher union so that they have no voice, that will help them the next time they want to pass more legislation that is even more harmful to public schools. This is simple politics. They just want to knock out the teacher unions because they fight for public schools."
