Beginning June 15, restaurants can begin outdoor dining, and non-essential retail stores can allow customers inside.
"We're doing better than we've ever done before," said Gov. Andrew Cuomo.
CBS2's Dr. Max Gomez explains why new research indicates the six foot social distance rule may not be enough for indoor circumstances.
While most had their faces covered, staying six feet apart was more of a challenge.
There were an additional 56 deaths, the governor announced.
"We have to do work to do still, but we'll get it done by June 8," he said. "We're going to be focusing this next week on the hospital system."
"They gave their lives, because we asked them to show up for us and they did. Let's learn from their example. Let's understand what they did," Cuomo said.
The children of New Jersey will soon be permitted to take part in some normal summer activities.
"Reopening in New York City is more complicated, as we know. But we are on track to meet all the metrics," Cuomo said.
The mayor was asked what he would tell New Yorkers who don't have a car and don't feel comfortable riding mass transit as the city prepares to reopen.
It's a free service he's providing to keep health care workers going.
"They're grave robbers. If they're not grave robbers, then they're stealing from the sick," said one woman whose husband's gold necklace went missing.
