James Baker on Trump's budget proposal, climate change and N. Korea
James Baker, former secretary of state under President George H. W. Bush, recommended Rex Tillerson's appointment as secretary of state. Baker was also President Ronald Reagan's Treasury secretary and White House chief of staff. Baker joins "CBS This Morning" from Houston to discuss President Trump's budget proposal, climate change and threat from North Korea.
