Newly released video shows officer Michael Slager stopping Walter Scott. Investigators are reviewing Slager's case record, including a 2013 incident where he was charged with use of excessive force; and, Appomattox Court House, Virginia, was where confederate General Robert E. Lee surrendered 150 years ago, effectively ending the Civil War.
