Video of Dog Owner's Michael Vick Confrontation After Dallas Key Ceremony Surfaces

(CBS/AP) A minor uproar has arisen in the Lone Star State after a top Dallas official presented Philadelphia Eagles quarterback Michael Vick with a "key to the city" without the mayor's consent.

A shaky cell phone video shot at the event by a man who claims to have adopted one of Vick's dogs has been posted online. In it, the man, who identifies himself as being at the "event in an official media capacity" and has been identified as radio host Richard Hunter, appears to confront Vick, following Vick and his bodyguards as they exit the event.

"You said you're worried about the dogs, Mike," Hunter appears to say, "now's your time to talk."

Vick does not respond.

A voice, which Hunter claims belongs to a bodyguard of Vick's, can previously be heard saying "We don't care about the dog."

Mayor Pro Tem Dwaine Caraway presented the key at a ceremony in Dallas in the days leading up to Sunday's Super Bowl. In a statement issued Monday, Mayor Tom Leppert said the presentation was made without his knowledge and approval.

"The action taken was not sanctioned by my office and was not an official ceremonial honor on behalf of the city of Dallas," he said.

Leppert said "official keys to the city" are presented by the mayor or an elected official designated by the mayor and are reserved for "an elected official of international status."

Caraway, in his own statement, said the key was "ceremonial" and apologized to anyone who was offended by the gesture.
