Report: Administration Web Site May Have Broken Laws

A nonpartisan congressional research group is backing up a Republican senator's claim that the U.S Health and Human Services Department (HHS) could potentially be inappropriately culling support for President Obama's health care agenda.

The department may have violated laws relating to federal spending on propaganda or lobbying campaigns by hosting its "State Your Support" health care Web site, according to the Congressional Research Service. The CRS gave its legal opinion on the matter at the behest of Sen. Charles Grassley (R-Iowa).

The "State Your Support" page provides a form letter to Mr. Obama for citizens to submit, after adding their name and personal information.

"By signing this statement we affirm our commitment to work with you and our Congressional leaders to enact legislation this year which provides affordable, high quality coverage for all Americans," the letter says.

In a letter (PDF) he wrote last month to HHS Secretary Kathleen Sebelius, Grassley asked the secretary to answer a number of questions about the online letter.

"The use of the official HHS.GOV website for activities that seem to be nothing more than government propaganda raises many serious questions," he wrote.

Sebelius wrote back (PDF) that the Web site is "entirely legal and proper" and aims "to provide the American public with an opportunity to participate in the dialogue."

In its analysis (PDF), however, the CRS wrote, "It would appear to be a legitimate inquiry as to whether the department is expending federal funds for such 'informational' or 'educational' purposes, or rather expending funds to expressly urge the public to engage in a letter writing campaign involving an electronic submission of a form letter to a government official (sometimes referred to as 'astroturf' lobbying, that is, an artificially stimulated letter writing campaigns) urging the adoption of a particular public policy in legislation this year."

A statement on Grassley's Web site claims that "past statements by White House officials make it clear that initiatives like 'State Your Support' are part of a strategy" to promote the president's agenda.

The only way for the Congressional lawmakers to find out the will of the people is to hold a Nationwide special election, and have the people vote on the issue, in other words a plebiscite.
The hard part of this is allowing all the choices available to be properly stated, but at least the people's will can be made known accurately.

As I recollect the Bush admin paid journalists to write op-ed opinions in favor of his policy du jour.

No administration should use gov resources including payments for propaganda to promote their agenda.

There is always a secondary choice. Instead of complaining about it in a few words. You posters here should pool your money and start your own propaganda web site to shine light on what you believe to be a injustice or misuse of tax payers money.Im guessing you posted these statements on your way out the door to a job probably not worth going to {you think] Or you just want to bi---h and complain.YOU NEED TO HIT YOUR KNEES AND THANK GOD YOU HAVE THE MARINES WATCHING OVER YOU WHILE YOU SLEEP.MOST OF YOU COULDN'T SPELL PROPAGANDA UNTIL THEY POSTED HERE.

Like sheep to the slaughter- ignorant, indifferent, petty, unable to see the danger before them. Call evil good and good evil. Unable to even discern truth. Living by: what's in it for me, what's his is mine, i want it now, i am entitled to_____, they owe me this, there are no accidents- someone must pay, whocanisue.com, let's gamble with our children's future, the ends justify the means, etc. on adnausea. In other words, Grassley wants the MILLIONS of dollars in bribes from the insurance companies to keep flowing, and he doesn't want that pesky "health care for all" to get in the way.

If they have a letter giving your support, they should also have a letter stating you do not support this travisity..... Obama just wants to control our health care along with every other aspect of our lives. Welcome to the Socialist States of America.

When aprised of the findings of the CRS President Obama responded with "That can't be illegal, it's the way we've always done it in Chicago." :))

No, it provides supporters of Obamas policies to state their support. If they wanted to give the public the opportunity to participate in the dialogue it would not have been a form letter that only allowed adding personal information. It would have been a questionaire to get opinions from both sides of the debate. This just shows the deceit that the Obama administration uses.

Government bureaucracies are supposed to implement laws passed by citizens through their representatives. Promoting legislation is a conflict of interest and should be punished with heavy fines and expulsions.
