Who pays for expensive ocean rescue operations?

Maritime tradition and international law requires the U.S. government to help vessels in distress, no matter who is at fault or the cost. The burden typically falls on American taxpayers, but more and more local governments are asking the people they save to pitch in. Vicente Arenas reports.
