Obama can't guarantee HealthCare.gov perfect by Nov. 30
President Obama says it is "not possible" for him to promise a perfect experience for 100 percent of visitors to HealthCare.gov by Nov. 30, but he says there will be "marked" improvement in the website's functionality.
