The report by President Obama's advisory panel recommends the FBI stop using the National Security Letter the way they have been using it since 9/11. Senior correspondent John Miller says the NSL is used about 20,000 times a year in counterterrorism investigations and that the FBI is looking at the recommendation with "a lot of angst."
