Frustrated customers still waiting on delayed Christmas packages
UPS says it will issue refunds to some customers who paid for delivery by Christmas but did not get their packages on time. Some are still waiting on their packages after icy weather, a shorter-than-usual holiday shopping season and a record rush of last-minute orders pushed UPS and FedEx to their limits.
