TARRANT COUNTY (CBSDFW.COM) - Police officers and a dispatcher in White Settlement are being honored for their smart, quick thinking, lifesaving actions.

Chief J.P. Bevering explained that the dispatcher and four officers did everything right. They worked as a team and saved the life of a woman who had been stabbed and was crying for help.

There was a standing ovation for dispatcher Kelley Dennis, and Officers Cook, Tibbitt and Banner and Senior Corporal Ramirez at last night's White Settlement City Council meeting.

During the meeting Mayor Ron White said, "They're tasked with a duty that not many would actually even dare to endeavor to complete. And I just thank them every single day for what they do."

The civil servants were being honored for their actions on November 20. That's when a 911 was placed, but when Dennis answered she could only hear screaming on the other end of the line.

Dennis was only able to get a general area of where the victim was, but she sent patrol officers that way. With the victim still on the line, Dennis had those officers honk their horns until she could hear them on the 911 call. She guided them with how loudly she could hear the horn on the phone.

The officers first found evidence and then the victim and immediately began first aid, which officials say saved the victim's life.

Cesar Colin

The identity of the female victim has not been released, but police have identified the suspect who stabbed her as 31-year-old Cesar Colin – and he's still on the loose.

Anyone who has information about the attack or knows the whereabouts of Colin is asked to call 911 or the White Settlement Police Department at (817) 246-7070.
