DALLAS (CBSDFW.COM) - Just yesterday the inauguration was held for Dallas Mayor Mike Rawlings and new Dallas City Council members. Today former city councilman Dwaine Caraway announced his bid for the Dallas County Commissioner, challenging longtime Commissioner John Wiley Price.

Caraway went before cameras and said, "I want to say to you and ask for your prayers, as I embark upon my next level of my future, I am now officially a candidate for Dallas County Commissioner - District 3."

At the Edison's reception venue on Cockrell Avenue, Caraway opened a late morning press conference saying, "We just finished on yesterday, eight years of service with the Dallas City Council. I don't have a prepared speech, because when you're speaking from the heart you need not have to write down those words."

Caraway said he will run his campaign with the goal of bringing Dallas County together. "We have 16 cities within this county... that the dots need to be connected. We have educational dots that have to be connected, health dots that we need to connect, homeless dots that we need to connect, and we cannot do it if we, as we serve, are disconnected ourselves."

Saying that there is still work to do, Caraway told the crowd, "It is now time to begin to elevate." The former City Councilman saluted all of the county commissioner's who he said have given their personal time and of themselves to serve Dallas County.

Acknowledging that things change, Caraway said elected officials do also. "I have served this city and I've served this city well," he said. "I've made some people mad -- it will kind of show during this election I'm sure -- hopefully they will forgive me. But, at the end of the day a lot of things have been accomplished."

Caraway said he will not sit on the sideline, with his gained knowledge and expertise, while there is more to gain and achieve. "My commitment to the people has been to achieve all of the things that I felt that were actually needed to transition Dallas into a world-class city."

Caraway completed his fourth term as Dallas City Councilman, representing District 4, on Monday. He and five other council members left after serving the maximum term of eight years. He will run for Dallas County Commissioner on the Democratic ballot.
