DALLAS (CBSDFW.COM) - The Dallas Office of Emergency Management will be fully activated at 4 AM Monday.

Decision makers from the Dallas Police Department, Dallas Fire Rescue, the Streets department and a number of other city services will be present.

As of 10:45 PM Sunday traffic was moving smoothly up and over the High Five and on Central Expressway in Dallas.

City officials say roads will be treacherous in the morning and most likely throughout Monday.

Officials at the Dallas OEM are arriving with sleeping bags and extra clothing, prepared to spend the night and possibly stay as long as Tuesday for this weather event.

They are urging people to stay off the roads overnight and Monday.
