Winter Carnival Underway In St. Paul

MINNEAPOLIS (WCCO) – The St. Paul Winter Carnival is in full swing!

Beginning on Thursday, Jan. 28, the Winter Carnival has delighted visitors with skating in Rice Park, ice sculpture displays, music and parades.
