(CBS) -- The latest quality-ranking of U.S. air-carriers shows better on-time performance results and fewer cancellations, but also a rise in customer complaints.

According to federal airline statistics, 78.1 percent of flights on the major carriers arrived on-time in July, up from 74.8 percent the previous month and 75.6 percent in July of last year.

"Hawaiian Airlines, Alaska Airlines and Delta Air Lines topped the on-time rankings as Spirit and Frontier posted the worst," says George Hobica, airline industry expert and founder of Airfare Watchdog.

Data also shows the July cancellation rate fell to its lowest level in 21 years. Even with the improved industry performance, consumers filed more complaints with the government about the 13 largest domestic carriers.
