Police: Loophole prevented arrest of undocumented immigrant before crime spree
Police near Cleveland say that Juan Emmanuel Razo, an undocumented immigrant from Mexico who is suspected of murder, could have been detained before the crime, but federal officials told them not to. The Lake County Sherriff's office says its deputies questioned the suspect after he was seen acting suspiciously and notified border protection of his illegal status. Vladimir Duthiers reports.
