Kerry: Syria led human rights violations in 2013
Releasing the 2013 Country Reports on Human Rights Practice, Secretary of State John Kerry singled out Syria as leading human rights violations, but praised Ukraine’s protest movement demanding "a more democratic and accountable governance."
