Hagel: Shouldn't nix command structure in handling military sexual assault
Defense Secretary Chuck Hagel argued before the Senate Budget Committee that he doesn't "know how you disconnect" the military chain of command from the prosecution of sexual assault crimes, despite that some victims have said fear of retribution from their commanders is a large factor inhibiting them from coming forward.
