Joseluis Marquez was arrested Tuesday on one count of first-degree murder.
According to CBS affiliate KPHO, police said they identified Marquez as the driver of a 2008 gold Dodge Charger and as the man who grabbed Sousa's purse.
She became entangled in the purse straps and was dragged 20 feet by the car.
Sousa, a 21-year-old sophomore at the time, died of her injuries 17 hours later.
The car was a rental out of Los Angeles that had been used in a robbery, police said.
Marquez was identified through a Tempe traffic photo radar picture taken May 10, police said. No further details about the photo were released.
Police know all of the occupants in the car during the incident, according to Kim Hale, the Tempe Police Department's investigations commander.
Hale would not reveal how many occupants were in the car or information that came from their testimonies and interviews.
"They have a history of purse snatches and strong-arm robberies," Hale told the station. "They were out looking for a robbery that night."
Police say the investigation is far from over, as more evidence is still being gathered.
"Our goal was to get a conviction, not just make an arrest," Hale said.
