Trooper Who Choked Medic Suspended

VIDEO COURTESY OF CBS AFFILIATE KWTV OKLAHOMA CITY

STROUD, Okla. (AP) An Oklahoma Highway Patrol trooper caught on video cussing and fighting with the driver of an ambulance that was carrying a patient was suspended on Wednesday for five days, patrol officials said.

Trooper Daniel Martin also will be required to undergo an anger assessment that "may or may not result in further training or education," patrol spokesman Capt. Chris West said, reading from a prepared statement. West said he couldn't provide more information, citing pending litigation.

A cell phone video of the May 24 scuffle that was widely distributed over the Internet showed Martin grabbing the paramedic, Maurice White Jr., in a choke hold around the neck. White, who has filed a federal lawsuit against Martin, was disappointed by the lax punishment, his attorney said.

“We think it's inappropriate and predictable. Power protects power,” attorney Richard O'Carroll said. “We will extract justice of our own measure.”

Martin's attorney, Gary James, did not immediately return a phone message left after business hours at his Oklahoma City office.

The cell phone video taken by the patient's relative prompted the patrol to release video from Martin's dashboard-mounted camera. It showed Martin pulling over the ambulance, yelling at White and threatening to arrest him.

“I ain't going to put up with that (expletive),” Martin shouted at White, accusing him of failing to quickly get out of his way as he drove up behind the ambulance with his lights and sirens on along State Highway 62 near Paden.

After White suggested that both vehicles take the ambulance's patient to the hospital and then sort out the situation, White and Martin scuffled against the side of the ambulance. They fought again later, and Martin threatened to arrest him.

Several onlookers approached, and one of them told the trooper that his wife was in the emergency vehicle and needed to get to the hospital. White told Martin several times there was someone in the ambulance.

The paramedics were eventually allowed to transport the woman to the hospital.

West said the Oklahoma Highway Patrol's internal investigation determined that Martin had probable cause to stop the ambulance and was justified in arresting White for obstructing a police officer, “but the situation could have, and should have been handled differently.”

The patrol also found that Martin's demeanor and language were unprofessional, his conduct was unbecoming of an officer and he failed to realize “it would have been more reasonable and appropriate to immediately allow the ambulance to continue to the hospital once he understood there was a patient onboard.”

Martin had been on paid administrative leave since June 1. His unpaid suspension ends July 28.

Racism at its finest. Its so unfortunant that in the "Civil" society that we live in where we have come so far as a Country to elect its first African American President; People do not recognize Institutionalized Racism when its video recorded for the entire world to see it. The incident involving the police officers against the paramedic not only is it an abuse of authority; unacceptable behavior but it also SMACKS of the actions of a criminal deviant. I agree that this "officer(s)" should not receive a mere slap on the wrist for his behavior. His actions makes mockery of this country and its efforts to brake down the color barriers that has existed for more than 100+ years. Let's keep it real. Instead of giving this officer some additional training; why not just trade his police badge & uniform in for his more comfortable work attire...His White Sheet and Hood? If it walks like a duck and quacks like a duck..... This police department is insulting the intelligence of the world by justifying this maniac police officers actions. The disciplinary actions taken by this law enforcement agency is a direct reflection of the type of "Law Enforcement" services they are providing to the unfortunant citizens in its county. God Bless the paramedics and people in the back of the ambulance. No one deserves to be treated like this. Thank heavens that the patient in the back of the ambulance was not severely injured or even died as a result of this officer's ignorance. I feel sorry for this officer's mother.... She really raised a winner- NOT!

Anger management classes? Most of us know how well that works. I believe its just a matter of time the this Trooper, with his attitude and out-of-control behavior, is back in trouble. I guess law enforcement officers have to kill before they are fired...oh, wait, we had an officer kill someone here in AZ and is still on the job.

This cop was OUT OF CONTROL. Why does Oklahoma still let him have a badge and a gun? A cop's job is "to protect and serve". This cop was not doing his job. He assaulted the EMT without provocation. To conclude that the cop had "probable cause to stop the ambulance and was justified in arresting White for obstructing a police officer" is complete BS. The cop had NO RIGHT to obstruct the emergency vehicle as it was transporting a patient to the hospital! The cop had NO RIGHT to choke the EMT! This cop is a disgrace to humanity. He should be in a federal prison. Let him try pushing around the other inmates and let's see what happens to him then.

If I wake up someday and read where a cop broke the law and was fired by his department, I will know I have died and gone to heaven. Someone made the statement that not all cops are bad like this one, but I beg to differ. It seems, if you look at it in perspective, that everytime one of their fellow cops breaks the law, all the "good cops" stand silent and aide in giving him a free pass. The notion of "the good cop" is simply an urban myth, . . about as creditable as a "Bigfoot sighting".

This cop should be thrown in prison. He could work out his explosive anger in there.I don't know how these guys can sleep at night.I couldn't knowing i steal money from normal hard working people. The seat belt law is a great example of theft.

Trooper Martin should be fired. What in the hay was going on there. Did he think he was robocop, I mean the ambulance had someone who needed to go to hospital. Martin should be fired for his conduct. Five days suspension, a slap on the wrist. He should be fired, it is a good thing I am not his boss, he would be gone, gone, gone.

As a friend of mine (a retired Pennsylvania State Trooper) says... "Young white thugs with butch haircuts, wearing shirts a size too small, with no respect for the public they're supposed to be serving."

I am in the medical field and the main priority is the patients welfare. There seems to be only one person acting in the patient's best interests and thats the ambulance personnel. If the Patrolman had a problem with this ambulance crew, he could've followed the ambulance to the hospital and then could have resolved the situation there after the patient was safely in the care of the hospital medical team.

"you are an idiot and deserve no protection"

Actually, Thalia-9, it appears that YOU are the idiot. A cop's job is "to protect and serve". This cop did NOT do his job. Instead, he ASSAULTED an EMT who was doing his job, trying to save a patient's life. This cop IS A PIG and he should be in prison, not out on the street with a badge and a gun. A 5 day suspension is a meaningless "slap on the wrist". We DO NOT WANT thugs like this cop offering us "protection". We would all be MUCH SAFER with such mental defectives hiding behind "the thin blue line"!

Cops are jerks all over America, from Oklahoma to Harvard. Joseph Wambaugh once described Police as "Blue Knights" with a committment to service. Now it's just a bunch of yahoos who have to prove how superior they are. The women in the ambulance? Never crossed the cop's mind, all he wanted to do was show he was the boss.

you are dead wrong koko...you can't put ALL officers in a bad light due to this a**holes pathetic cowboy attitide - we personally deal with incredibly professional officers, from PD, SO, SWAT and ST, even when they're off duty, they care about the 'people they protect' so quit labeling them due to this guys ill-mannered, cocky, arrogant behaviour...every profession has their cowboy attitude guy who gets weeded out eventually - this cop needs to be weeded out now - but don't blame those who serve to protect, and put their lives on the line for you

This is becoming to be a typical police action. They have to realize that the badge and gun do not make them into gods. They think they can do anything they please and believe it's all right becouse they are cops. This a--hole should be fired and instead they give him a paid vacation.

I've always been under the impression that emergency vehicles (with lights and siren) ALWAYS have the right-of-way. Period.

I remember watching a police officer (with lights and siren) go through a red light at a high rate of speed and t-bone a car (on the driver's side) that had the "right-of-way". Do you suppose it would have been OK for someone to go up to the trooper and choke him for violating a traffic law by running the light??

A racist cop. He should be fired. Totally unprofessional. This shows how abuse of authority occurs when the cops think that they can get away with doing whatever they want. The sad thing is that there are probably good cops out there too, and are being considered the same as these.

I think it is amazing that if a civilian were attack that same paramedic, it would be a federal offense.... a felony, BTW. But an Oklahoma trooper can attack him and get away with it. Something definitely is not right with this picture.

Can you imagine if you had stopped and choked an ambulance driver carrying a patient what you would be facing? First of all you would still be in jail because your bond was so high.

I guess if the trooper had choked him to death he would have been suspended for six not five days.

I hope someone stops that trooper's ambulance someday. Besides, when has it ever been procedure to grab the neck of a suspect? Welcome to the USSR.

I must say, Maurice White Jr showed remarkable restraint under the circumstances. His primary objective was the needs of the patient throughout this ordeal; he never lost his focus. Quite commendable.

The good old boy network at work. Pigs covering for errant pigs. Martin needs to sit in jail for a month or two for being such a hothead and risking the life of the patient in the ambulance.

There is no excuse for the fracas I see on this filmclip. Oklahoma stste troopers need too much sensitivity training. This is truly a sickening major incident that tarnishes law enforcement countrywide.

The Oklahoma OHP should be investigated from top to bottom because something is not right there! I think this tropper had friends or connections in high places. He should have been given a permanent "suspension" and without severence pay! A five day suspension is nothing! It's just a short unpaid vacation and more of a reward than punishment! Next time he might kill someone or, if he pulls over another ambulance, he could cause someone's death by not allowing them to get to the hospital in time. With his temper he is a danger to anyone that he stops or pulls over. He might completely lose it sometime and shoot someone for no reason, too! With his temper he has no business being a law enforcement officer! The patient in the ambulance and the man that he choked should file a huge civil suit against him and sue him for every dime that he has in this world! The lady in the ambulance could have died because of his actions! When he found out that there was a patient in the back he should have allowed them to continue on their way! He put her life in danger because of his stupidity!

Its funny, my Dad was originally on the side of the cop.

He asked why the paramedic got out of the passengers side of the ambulance and disobeyed the police procedure which is to address the driver. That was until I reminded him of the patient in the back. I told him that if you were having a heart attack or brain aneurysm you would surely want the paramedic to get out and be an advocate for you in that critical situation where every second counts. I think that got to him, now he sees it my way.
