Schwarzenegger: Time To Debate Legalizing Pot

In the last week or two, proposals to legalize medical marijuana have advanced in Minnesota, New Hampshire, and Rhode Island.

But Gov. Arnold Schwarzenegger has taken a significant step further, saying on Tuesday that it's time to debate legalizing marijuana for recreational use in California.

"I think it's time for debate," he said in response to a reporter's question. "I think all of those ideas of creating extra revenues -- I'm always for an open debate on it."

Thanks to a 1996 ballot measure, medical marijuana is already legal under California law, though local officials have substantial discretion. Although that conflicts with federal law, the Obama administration has chosen not to target California medical marijuana dispensaries.

"Most Californians support the idea of making marijuana legal," Aaron Smith, the California policy director for the Marijuana Policy Project, told CBSNews.com. "Right now, the state is in a budget fiasco that not going to go away soon... It's about time they look outside the box at ways of generating revenue."

State legislator Tom Ammiano, a San Francisco Democrat, introduced a bill in February to legalize recreational marijuana. Bill AB 390 would license "commercial cultivators of marijuana" and establish a complicated web of regulations and tax rules they and retailers must follow.

It could raise over $1.2 billion a year in new tax revenues, assuming a $50-an-ounce tax, according to one analysis.

"This is only going to increase the governor's popularity," Smith said. "We have solid polling data showing that a majority of Californians are ready for this. It's a good political move, though I don't think he necessarily did it for those reasons alone."

A Field poll (PDF) released on April 30th found that 56 percent of the state's registered voters support legalizing marijuana and taxing its proceeds.

Need to hurry & legalize marijuana! It would help out the economy & government in SOOO many ways! More people would get along so less violence, government would make money, hard drug use like Heroin, Cocaine, & Meth would lower because people would be allowed to smoke marijuana! It could also make more jobs for people working in factories & plants to grow & make marijuana cigarettes. Legalizing marijuana would be the best thing the government could do!!!

Marijuana is not the social ill here. The social ill here is the dogma that believes that LEGISLATION can change the appetite of man..

People have ALWAYS been ingesting drugs, and people ALWAYS will. Stop living in your fantasy world!

There have been instances where archeologists have found cannabis in ancient tombs!

I don't want to rain on the parade but you do know that the traffic and congestion will increase if you legalize. Hell, I might move myself.

wow...hard to sift through all these comments and try to make concessions that meet each side of the fence's agendas.

I know first hand the life of a south florida farmer, my mother and step father got arrested and served time twice for growing it commercial on the everglade bounderys.

I also know that what lost Nancy Regans war on drugs was just mankinds need to extort its profits...problems with Legalizing it start here..."just 1" bad governmental offical(apple)spoils the whole barrle of orange's.or is it pickled bannanas ?

Most people whom profit, such as drug enforcement and such...would lose jobs or simply have to "Buck Up" to all the crack dealers.The people who profit are not the commercial south american farmer,but the same people who made it easier to smuggle more cocaine through use of NAFTA, with all their old dirty money.simple and easy route now.

I dont think smokintealeaves is ok..since it can harm your lungs, but am aware of the other ways that are used to ingest it such as vaporizers and making it into butter etc.

i am 100% sure that "pot" will make way more than 1.2 billion dollars a year California' s population is about 3829268 only about 7 million children are under 12 the. out of the rest of the population i would guess about 60% of them smoke weed that is about 24,000,000 (assuming that there is about 2.1 million children 13-17)of those 24 million at least 80% smoke weed regularly (about 3-4 onces per month depending on what they smoke from $50-4200 per persone without taxes that makes ) if this is correct EACH regular pot smoker would spend at least $600-$2400 per year that is between $11 billion and $46 billion dollars a year in california alone! ....... these are guesses from my past experiences and other people experiences i know we should just get on with it and legalize it regulate it and we could be out of this debt in a few years, but dont tax it 8% thats a rip off . one more thing keep in mind that millions of people die each year from driving drunk or kidney and liver problems as well as lung cancer weed is natural & has no carcinogens and there are not reported deaths as as far as i know relating to marijuana i strongly beleive we should give this a try

You can legalize marjuana, but you won't be emptying that many jail cells or stopping that much crime. I will ackowlege some revenue can be generated from it, but not billions. The reason it may be a billion dollar industry now, is because it is illegal. Legalizing it will convert it into just an industry worth 20-30% of that, because the users will just find something else to use. Marjuana usage is a defiance statement, and few users would feel the gratification of dissident behavior if it was legal.

My biggest concern is that users will simply find another way to express their dissidence and outlaws will find a way to accomodate them.

For all those brainwashed people out there that have no idea what they are talking about when it comes to what the medical values of marijuana are, I say: read "The Emperor Wears No Clothes". Read the whole book and you will then understand the truth that our government have supressed from us since 1937. Get real people, alcohol kills more people every year than marijuana does; our prisons are cluttered with people convicted of using or distributing marijuana (which is obviously not a violent crime), while child molesters and rapists walk the streets because of the overcrowding in our prisons. Take a good look at all the money the goverment has SPENT on the war on drugs and how much drug use has decreased because of it! It hasn't, it's only gotten worse. They say that marijuana is the gateway to hard drugs but if you take it out of the hands of the drug dealers, then marijuana users will no longer have to go to a drug dealer to buy it. I am not a pot smoker, but I know many people that are & I support the legalization of it 200%!!!

If it were really that simple, ie "marijuana/drug usage is a defiance statement"

The logical conclusion would be to legalize ALL drugs, because then how would they express their defiance?

I smoke, because I enjoy the effects of it more than I do alcohol.. No "defiance" involved really..

The liquor companies don't want Americans to be able to choose pot instead of alcohol and the pharmaceutical companies don't want Americans to be able to choose medical marijuana instead of their patented drugs. Obama is afraid to stand up to these campaign contributors because he remembers what happened to Al Gore when he criticized the tobacco companies at the 1996 democratic convention for giving his sister cancer. The tobacco companies retailiated against Gore by spending millions to make sure he lost his home state of Tennessee in the 2000 presidential election. Until Obama becomes more afraid of us voters he is unlikely stop the arrests of Americans who prefer pot instead of alcohol or other drugs, especially with all the cash the liquor companies give him and other politicians. Since 1990 Liquor corporations have given $53,188,115.00 to U.S. Republican politicians and $42,117,495.00 to U.S. Democratic politicians (reported by Federal Election Commission). This includes $640,356.00 paid to John McCain and $432,170.00 to President Barack Obama.

I'm 42 years old. I'm a administrator for a 40 million a year company and I have responsibly smoked cannabis to releive my asthma 25 years. I have never smoked on the job and over the years my need has been less and less. Now I might have one hit on a stressful evening and find that is enough to relax my breathing and reduce it being labored.
I would like it regulated so I can buy my medicine safely.
I applaud an adult conversation using facts and truths. No more propaganda.

California is burning. Every year seems to get worse than the previous one. For every house that burns down, tax revenue is lost. That and the free health care system MediCal has put this state underwater. The Govenator is desperate and well he should be. What better state to grown it in!

Here's a thought - If pot becomes legalized you will have everyone growing it in their own backyard just like making your own beer in your basement. Who's going to pay a $50 tax on a baggie/brick when it's free?
