Obama Signs National Service Bill

President Obama this afternoon signed the $5.7 billion Edward M. Kennedy Serve America Act, which triples the size of the AmeriCorps program.

Appearing at the SEED school in Washington, the president called the bill "the boldest expansion of opportunities to serve our communities and our country since the creation of AmeriCorps."

"What this legislation does, then, is to help harness this patriotism and connect deeds to needs," he said. "It creates opportunities to serve for students, seniors and everyone in between. It supports innovation and strengthens the nonprofit sector. And it is just the beginning of a sustained, collaborative and focused effort to involve our greatest resource, our citizens, in the work of remaking this nation."

The bill will expand AmeriCorps from 75,000 slots to 250,000 over eight years. It will "focus that service on today’s challenges, including clean energy, education, health care, veterans care, and economic opportunity," according to the White House, and "provide new service opportunities for millions of Americans at all stages of their lives."

Mr. Obama was joined at the event by Kennedy, whom he called "one of the finest leaders we've ever had." The Massachusetts senator, who introduced the president, said Mr. Obama has "inspired a new generation of Americans."

Vice President Joe Biden, former President Bill Clinton, Caroline Kennedy, Colin Powell, Nancy Pelosi, Michael Bloomberg and Rosalynn Carter were among the others gathered for the event. The president said he planned to plant trees in a park near the school following the speech, alongside Clinton, Michelle Obama and Joe and Jill Biden.

"We need your service, right now at this moment in history," the president said from the podium. "I'm not going to tell you what your role should be. That's for you to discover. But I'm asking you to stand up and play your part. I'm asking you to help change history's course, put your shoulder up against the wheel."

The bill passed Congress last month despite concerns from some Republicans that it meant spending taxpayer money on volunteer work that Americans already do for free. Most AmeriCorps volunteers now receive less than $12,000 per year for activites like working with children and the elderly and building houses.

Another great idea has been instituted by our wonderful and beloved new President Obama. It will be supported by many. Of course as I can see by some of the posts, as usual, Obama will again be met with hateful resistance by the pathetic right wing, war loving, torture supporting, selfish, non patriotic, racist, Un American, ultra conservative haters. What you fear most , is what- you are most definitely becoming. Why not try being positive of our country for a change, instead of supporting some fantasy of what you think an "real" American is. Thank God we finally have an intelligent, truly caring President and now I can finally be proud to be an American again.

The fact is, that with many non-profit agencies beginning to see their donations down, they are letting full-time staff go. These Americorps volunteers will be able to assist these non-profits in their work, thereby allowing them to not have to close their doors. $12,000 for an entire year of service is not a hardship for this country.

If we reduced our spending in Iraq by less than 1 PERCENT, it would pay for this program. For the love of God, don't let your hatred for Obama, Kennedy, etc. blind you to the fact that only good will come from this bill.

I really feel sorry for you if you think this is a terrbile idea...

About as much as Cheney and Bush, so I assume you had a similar beef with them?

This is it righties, Obama's first, firm steps towards a Soviet style "gulag" system. Shortly, there will be a horse trailer pulling up to the headquarters of the EIB...

This is not strong enough. Our country needs a Universal Service requirement, that would insist that every person dedicate 18 months of their life to some sort of National Service @ age 18. This would be a combination of options: miltary service, Peace Corps, Americorps, Park Service, public medical service, environmental preservation, infrastructure repair, Teacher Corps, etc. This is just a baby step, albeit a positive one, in the right direction.

Ah, the irony of naming this bill after a bloated hedonist whose positoin and accomplishments have been sucked, vampire like, from the legacy of others. Good luck Americorps, you are going to need it.

Wow, this is no Boy Scout pledge about personal responsibility, conduct, and being prepared ! I f you notice, their pledge is aimed at YOU... what they are going to do to you...for you...and if you are apathetic you will be forced to participate, because they have a vision of "unity" for you.

The US Government is adding another $5.7 billion to the $300 million AmeriCorps already got in the "Stimulus bill" to once again provide opportunity for some, and in turn deny it to others. Obama said he wanted to give people the opportunity to be of service to the almighty US Government. Here you go, an organization with an socioeconomic political agenda funded by YOUR tax dollars, money that could have been spent by YOU to better your own life !

I have written to many folks, including most of those mentioned in today?s volunteer legislation articles, concerning a basic community based solution to both harness the renewed volunteerism and our home-foreclosure problem. Most nonprofits cannot hold assets however, a 509(a)1 can, and if it is also mission driven around housing, which means it can hold both the house asset and the mortgage paper, against houses.

This makes it a quasi-bank; it can hold the house going into foreclosure, ?modify? the loan around the current owner?s ability to make monthly payments. The reduced dollar amount on the first mortgage would be held as a ?soft? second mortgage, to be repaid through volunteerism (e.g. for every hour worked/volunteered, would reduce the second mortgage by $20).

There is only one organization which I am familiar with, that fits this bill, the Affordable Housing Center (AHC), 509(a)1; it has the potential to be the hub for HUD foreclosures and the vehicle for (a broader) volunteer coordination.
Duplicate postings of my response will be made to other articles, in hopes to begin a larger discussion.

By the way, I submitted AHC to Google?s project 100, the one for great ideas to change the world; perhaps the cyber world can create an online demand to sway voting, via Google inquiry/search.

PS (Some of you smart, network savvy and compassionate people must recognize the potential here and use your skills to promote.)

Sen. Edward Kennedy, the same Sen. Kennedy responsible for the death of Mary Jo Kopechne? He is a dishonor to this country.

"Serving America without use of a weapon extends far more benefit by helping our country " (make friends).

Peace Corps did this for the world and now this does this at home. People need people and the more we can help one another the better off we all will all be.

It's extremely important that they put the money to good use and produce positive results with it!

It better not end up being just a 'mini-Bailout Plan' in terms of
lack of regulation and accountability!

Well, we couldn't expect any other response from BO as to the stature of Kennedy. Lets see, he is a womanizer, a drunkard, a adulterer, a murder suspect, one of the biggest pork barel spenders in congress, and to BO he is one of the greatest leaders in this country. Sounds alot like most of the people BO has been associated with all his life and those he has placed in congress.
