Polling Continues To Raise A Weighting Issue

It seems that every time CBS News conducts a poll we get questions. When CBS News conducts a poll that shows President Bush’s approval rating at an all-time low of 34%, the questions become a whole lot more skeptical. We’ve looked at this issue from a couple different angles in the past and we’ll probably go through it many more times.

Since the questions we receive almost always revolve around the issue of weighting – how many Democrats, Republicans, Independents, etc. are included in the polling sample – we’ll take you through CBS’ methodology once again. Here’s how the CBS polling unit describes it:
At the end of our surveys, we find sometimes that we have questioned too many people from one group or another. Older people, for example, tend to be at home to answer the phone more than younger people, so there is often a greater percentage of older people in our surveys than exists in the American public.

When that happens, we take great pains to adjust our data so that I accurately reflects the whole population. That process is called “weighting.” We make sure that our final figures match U.S. Census Bureau breakdowns on age, sex, race, education, and region of the country. We also “weight” to adjust for the fact that people who share a phone with others have less chance to be contacted than people who live alone and have their own phones, and that households with more than one telephone number have more chances to be called than households with only one phone number.

So when we add up all the answers to our questions, we know that no one’s opinion counts for more than it should. When you see one of our poll results on TV or in the newspaper, you know that it does not show the opinions of only one or two groups of Americans.
Other pollsters use different methods of weighting than the U.S. Census breakdowns, but this is commonly accepted method of polling. There are plenty of complex and debated issues within the polling community about their craft, which is sometimes described as part science, part art. Update: Mystery Pollster has looked at the CBS poll results with a different weighting model:

Some will no doubt seize on the fact that the latest CBS News sample is a few points more Democratic on party ID (37%) than on their last three surveys (34% in late January, 33% in early January and 32% in December), although the Republican percentage (28%) is about the same as the last three surveys (27%, 29% and 28% respectively). However, the difference in the party results does not explain the drop in the Bush job rating, which occurs across all three categories.

In fact, even when MP recalculates the CBS job approval results for the most recent survey using the average party composition reported on their last three surveys (33% Democrat, 28% Republican, 39% independent or other), the Bush approval percentage still rounds to 34%. The reason is that my recalculation just increases the number of independents at the expense of Democrats. However, Bush's rating is now so low among both subgroups as measured by CBS that the adjustment makes little difference.

If you openly admit that certain human beings are not being interviewed then you saying we have a bias pole. To me this is more of a leftist propaganda poll than a poll of fact. The media seems to have lost the way meaning they no longer are commited to report the facts but have become commited into making a difference. Like they gotta save the troops or something. If you sent a sheet of paper and required everbody to fill it out to see if they suppourt bush it would much higher. You interview 1000 people well thats like a single m&m in a bag.

Actually, 12 people read this blog: four incarcerated, six in insane asylums, and two on the loose. The reality-based community considers this blog a joke, a kind of Mini-me Fox News. It is but a government propaganda outlet.

Shhhhhhhh! My fellow conservatives just Shhhhhh! Your letting the cat out of the bag! The Dems believe polls like this. They also believe that bush-bashing, abortion, and anti-war protests are in the mainstream. Let's keep it that way. This is how we skunk them every other November. Shhhhh!

While the nutcase loudmouths on the far right will continue to bleat their FOX-mandated talking points, the collective polling numbers speak for themselves. You can check out the results of *every* poll done on GWB's approval rating at Professor's Pollkatz's site (http://www.pollkatz.com/). The Approval/Disapproval Spread (http://www.pollkatz.homestead.com/files/pollkatzmainGRAPHICS_10331_image001.gif) pretty clearly shows Bush's unpopularity: * Ever since Katrina hit, Bush's popularity rating has been underwater in every nationwide poll; * While the latest CBS poll is on the low end of the spread, CBS (the pink squares) clearly does not always "Bash Bush" -- usually they are in the middle of the spread; * Several other polls (AmResGp, Zogby, Harris) has shown Bush at similarly dismal levels (~35%) over the past three months; * Finally, our buddies over at "fair and balanced" FOX News seem to consistenrly give the Prez a higher rating than *everyone* else. Of course, the bias in the FOX newsroom should be obvious to everyone by now ... Spin all you want, folks. Statistically speaking, patriotic Americans hate Bush's lying guts, 58.5% to 40%. And personally, my bet is that the polls taken in the next few weeks will tend to confirm CBS's poll, and drive these aggregate numbers down even further.

While I believe the gap between those who approve and disapprove of Bush's performance as president is much narrower than what CBS would like you to believe, I also completly disregard what the right-wing media has to say. When I say right-wing media, I'm talking about the Fox News Channel, blogs like the Drudge Report and talk radio like Rush Limbaugh, Sean Hannity and Bill O'Reilly. As far as I'm concerned, they're all full of it and always engage in partisan smearing of any media or public official that doesn't share the same extreme right-wing views as the right-wing media.

How do you think you are ever going to overcome that credibility gap, Mr. Third Place Network? Wouldn't it be easier to get a new pollster than to keep trotting out here with the same tired excuses? Or would that not serve the larger purpose, since millions will see your anti-Bush skew on Drudge, whereas only 8 people read this blog?

Just my opinion CBS ( SEE BS) does it again one sided news, while this is America and we are free to express our opinions freely, biased media outlets love to only report some of the facts that suit them and their sponsors. What use to be a respected outlet that Americans use to depend on and rely on are now mouth pieces for. How ironic that when I take the non scientific poll the message says NOTE: This is not a scientific poll. The results above are for information purposes only, and should not be confused with the results of the scientific polls conducted by CBS News We are to trust CBS or others after the whole Dan Rather Memogate scandal? CBS use to be my favorite network but not anymore.

While I can appreciate the arguments being made, the truth is that the weight made little difference. Even if you equally weight all three groups, the percentage only comes out to roughly 35%, so that can't hold water. The thing that hurt Republicans in this poll was not the weighting...indeed, it was to be blunt...Republicans. Their group dropped by 11%...That is what hurt the overall rating far more than the weighting for the overall poll. I listened to Rush today as well...and then I did some mathematical analysis and unfortunately his arguments don't hold water this time. The President is at an all time low just about no matter how you skew the results.

No doubt about it: the Republican trolls win - hands down. And just in, the &*%#&@ poll shows that Bush's popularity is now back up over 60%.

This poll was such a sham. Clearly biased. And only 27% of the respondents were Republicans? Give me a break. No, I'd say this poll was taken by housewives in Cupertino, CA.

Let's face it. The CBS bias against Bush and Republicans in general is deep-seated and pervasive throughout its organization. Getting rid of a few bad apples like Mapes, Rather, and John Roberts, is not going to prevent this bias from leaking through all CBS's News Operations.

Rush Limbaugh just got through trashing this poll. He has some good points. For example, the question about the NSA spying program gives the impression that the NSA is spying on any domestic call. This is not the case. One the the callers must be outside of the U.S. Rush charges that this was deliberate on CBS's part to make Bush look bad. The other option is that CBS had good intentions but is incompetent. The poll question should have had the word "overseas" in it.

If you want to find out how many people like peanut butter then the CBS methodology makes sense. But lets say you want to measure support of the military. Using the CBS method would permit the exclusion of anyone from the military. When there is a sensitive question at issue it makes no sense than to fully correct for the most pertinent factors. This is a no brainer and anyone that knows what CBS is doing would find it wrong. So far, many don't. Beyond that, the poll included some highly misleading statements (e.g. not mentioning that the subject wiretaps were for calls between the U.S. and foreign countries and at least one person was a known or suspected terrorist).

i find it amusing that CBS tries to rationalize its Liberal bias by stating the weighting system they use. No matter how you slice it 41% of respondents were DEMS and only 27% were REPS. CBS thinks they are representing the people with there bias, but in fact are alienating most of their former viewers. Enjoy losing more market share to FOX News.

The Cook Political Report/RT Strategies Poll that was conducted on Feb. 23-26, 2006 (about the same time as the CBS News Poll) showed Bush with a 54% disapproval rating and a 40% approval rating. Exactly 1,000 adults nationwide were polled and it had a margin of error of about 1 3.1 percentage points. So while CBS News claims there is a 25-point gap between those who approve and disapprove, the Cook Political Report/RT Strategies Poll indicates the gap is only 14 points.
