Unlicensed Driver With Multiple DUI Arrests Jailed In Fatal Hayward Hit-And-Run Crash

HAYWARD (CBS SF) -- A 39-year-old man was arrested Monday on suspicion of a fatal hit-and-run crash that occurred in the parking lot of a Hayward industrial complex in March, a police sergeant said.

Juan Garcia Angel was arrested around 9 a.m. Monday at his home in Hayward on suspicion of the death of Salvador Garcia, 49, outside a large industrial complex at 2660 W. Winton Ave., police Sgt. Jason Carsolini said.

The collision was reported at 9:50 p.m. on March 4 by another driver who came across Garcia lying on the pavement. He was taken to Eden Medical Center, where he died a day later, police said.

The incident was captured by a surveillance camera that showed a van was involved. The vehicle was found the following day in Hayward, according to police.

Using witness statements and physical evidence at the scene, investigators were able to identify Angel as the driver who allegedly struck him, Corsolini said.

Angel worked as a maintenance worker for various buildings in the complex. Garcia also worked in a warehouse there and was struck while walking to the entrance of his workplace just 100 yards away, according to Corsolini.

Police said Angel was found to be an unlicensed driver at the time of the incident and has multiple prior DUI arrests.

Angel was arrested on suspicion of felony hit-and-run and vehicular manslaughter and was tentatively scheduled to appear in court for arraignment on Wednesday, Corsolini said.
