Target Backs Off Plan To Put Store On Polk Street In San Francisco

SAN FRANCISCO (CBS SF) -- Target is backing off its plan to put a store on Polk Street in San Francisco, and residents are cheering.

Neighbors were afraid the store would take business away from mom-and-pop businesses nearby.

"I have nothing against Target.  I have shopped there in the past, and will do so in the present.  I just don't think that it's right for this neighborhood," said Alan Cafrin, a partner at Johnson Leathers.

Target has been seeking to expand its presence in San Francisco, but the city's planning department toughened rules for big-box stores, limiting their numbers in a given area.

The city asserted that chain stores must fill a need not already served by an existing business.
