"We don't see any vehicles in the area or anything like that where someone could of broken down or was going to try to walk off the freeway; there are no indicators of what a pedestrian would be doing out here at this time of night," Elias said.

Elias said it was possible that the women jumped down from the overpass. Investigators are attempting to determine if it was the fall that killed the her or if she was struck by a vehicle—or possibly both.

The CHP is investigating the incident as a hit and run.

The off-ramp reopened at about 5:45 a.m. after the Santa Clara County medical examiner's office left the scene.
