Concord Community Figure Accused Of Child Porn Possession

CONCORD (CBS SF) – An active figure in the Concord community is facing a felony charge after he was arrested a year ago on suspicion of downloading child pornography, Contra Costa County prosecutors said Monday.

Charges of child pornography possession and Internet impersonation were filed in early April against Jeffrey Kasper who, among other titles, held a chairman role for a now-disbanded county health care district.

Kasper, 53, was initially arrested May 7, 2015, after a police search of his Concord home allegedly yielded evidence of downloaded pornographic videos of children. The search was the result of an investigation that began in March 2015, police said.

Kasper was chairman of the Mt. Diablo Health Care District board, which disbanded in 2012, as well as being chairman of the board for the Greater Concord Chamber of Commerce and a member of the Rotary Club of Concord-Diablo, according to his website.

He also ran a customer service training, measurement and consulting firm called ServiceQuality.US, organized local weddings and performed as a master of ceremonies at various events, according to his website.

Kasper, who immediately posted $20,000 bail after his arrest last year, is not scheduled to appear in court until Aug. 8, when he'll be arraigned, according to the district attorney's office.
