East Bay Man Wins $1 Million On California Lottery Scratcher Ticket

CONCORD (CBS SF) -- An East Bay resident won $1 million on a California Lottery ticket purchased in Concord, according to lottery officials.

Israel Martinez Sotero bought the Emerald 10's Scratchers ticket at Super Liquor & Food at 1511 Monument Blvd. in Concord. The retailer will receive a $5,000 payout for selling the winning ticket, according to lottery officials.

Sotero declined to have his photo published, and has declined to be interviewed by local media.

The California Lottery urges customers to play responsibly.
