Beating Video Leads To State Investigation Of Antioch School

ANTIOCH (CBS SF) -- An Antioch school for students with special needs is being probed by state education officials following the arrest of a staff member in connection with an alleged assault on a student.

California Department of Education officials Friday confirmed that the department is investigating Tobinworld II at 2330 Country Hills Dr. after a video surfaced that allegedly showed a staff member assaulting a boy at the school.

Antioch police said Kamaljot Kaur, 26, was arrested on suspicion of child abuse on Wednesday in connection with the video, which was posted online on Tuesday.

Kaur, who is apparently a teacher's aide at the school, is accused of striking a 9-year-old student. Other school employees are seen laughing in the video.

Tobinworld officials reported that Kaur was suspended from the school and then fired. At least one other staff member was also suspended.

The Contra Costa County District Attorney's Office is reviewing the case and potentially bringing charges against Kaur Friday morning.

Though it's not a law enforcement agency, the California Department of Education has to investigate the school as well to see if it still meets the state's certification requirements, spokesman Peter Tira said.

Tira said this isn't the first time such an investigation has occurred.

In August, the department suspended the certification of Tobinworld II and Tobinworld III at 1413 F St. after an investigation into inadequate background checks for employees and other issues.

Though the schools were allowed to continue operating, neither could enroll new students until that suspension was conditionally lifted in October, Tira said.

In December, the department restored its certification after Tobinworld took corrective action, Tira said.
