Yuba City Planning Commissioner Busted In Child Sex Sting

YUBA CITY (CBS13) — A Yuba City planning commissioner and state employee was busted in a child sex sting operation.

Ivin Rhyne's arrest led to the arrest of three others. He was booked into the Sutter County Jail, but has since posted bail. He also resigned from his posts with the city.

Neighbors were stunned to hear of his arrest that stemmed from a child sex sting operation.

"His kids and family don't deserve any of this, very nice people," said neighbor Peter Gilb.

No one would come to the door at his home. CBS13 has learned Rhyne and his wife are no longer together.

Sutter County District Attorney Amanda Hopper says the investigation into Rhyne's alleged activity was monitored by investigators from her department, Yuba City Police and the Sutter County Sheriff's Department.

"Arrangements were made via electronic combinations for a meeting and this individual came to that meeting with some intent to commit some kind of sex acts with children," she said.

Her office says Rhyne set up a meeting with a minor, but when he arrived at the location, there were no children. Instead, he was confronted by law enforcement officers.

Investigators say his intentions were evident in the explicit detail of his chats.

In 2014, the 42-year-old worked as a manager with the California Energy Commission. In 2012, he was appointed to the Yuba City Economic Development Commission and most recently as a volunteer on the planning commission.

He sent his resignation letter to the city on Wednesday afternoon and it's been accepted.

His arrest led to the arrest of others, including 18-year-old Estevan Carlos of Yuba City.
