A south central Sacramento County neighborhood five miles north of Elk Grove is very much alive, and kicking up some serious dirt for a development called the Vineyard Estates Project. It will be a mix of single-family homes, apartments and senior-living facilities.
But as construction heats up under the summer sun, one CBS13 viewer has a burning question about trucks spraying water on dirt: Where is all this water coming from?
