Sacramento County Sex Offender Arrested After Watching Children At Park

PLACERVILLE (CBS13) — A Sacramento County man is behind bars after parents caught him watching their children in a Placerville park on Tuesday afternoon. Placerville Police have identified him as 62-year-old Kenneth Tincher, a registered sex offender.

"Yeah, that's horrible," said Jim Ladowski, a father of two who takes his kids to Rotary Park. "I mean you definitely don't want anybody like that around our kids at all."

Around 3 p.m. on Tuesday, parents spotted a shirtless Tincher in a white truck watching their children play in the park. At one point, they told police that he walked into the girls' bathroom and then left. According to Placerville PD Commander Kim Nida, what happened inside of the bathroom is still under investigation. They found Tincher about a mile away from Rotary Park at Lumsden Park.

"The truck that had been identified to that suspicious subject at Rotary Park was parked at Lumsden Park," Nida said.

Tincher last registered as a sex offender just two weeks ago. Nida credits his arrest to the truck description and partial license plate that police got from parents.

"The parents of the kids in the community are a little uneasy but it was the watchful eye of parents that we were able to catch this guy," she said.

Nida said things like this aren't common in the area but they can happen anywhere. So she reminds parents to stay vigilant at all times.

"Anytime you're in an open area, always be watchful of the area around you," she said. "Make sure that you know who is coming in contact with your children. Make sure you know where your children are. Even if they are in a public restroom, Keep an eye on your kids at all times."

It's a warning that parent Jim Ladowski doesn't take lightly.

"I try to be with them all that I can," Ladowski said. "We're here at a field trip today and that's part of it. Just being with them."

Tincher is behind bars at the El Dorado County Jail. His charges include annoying and molesting children and other narcotic-related charges. He will likely face a judge on Thursday.
