Man Seen Entering Girls' Restroom At Placerville Park, Registered Sex Offender Arrested

PLACERVILLE (CBS13) – The Placerville Police Department has arrested a known sex offender after they say he was seen at a park watching young school girls.

Police say 62-year-old Kenneth Tincher was at Rotary Park on Tuesday not wearing a shirt and looking at young girls on a field trip going in and out of a bathroom.

Witnesses say they saw Tincher go inside of the girls' bathroom at one point.

Officers later stopped Tincher at Lumsden Park and arrested him. He had last registered as a sex offender just two weeks ago in Sacramento County.

Tincher was booked at El Dorado County Jail. He is now facing charges of annoying and molesting children and narcotics charges.
