Man, 20, Arrested For 'Credible' Threat Against California State Capitol

SACRAMENTO (CBS13) - Fears quickly spread across the State Capitol after authorities warned of a credible threat Tuesday morning with misinformation.

"She was told by the bailiffs that she was to go shelter in place right now because there was an active shooter in the area," said Mike Herald who works nearby.

Herald's colleague was in the third court of appeals building when the bailiffs warned her of the alleged gunman.

"We confirmed that with Capitol security that there was indeed a shooter in the area and we were all just kind of hunkering down in our office for an hour just wondering what the heck was going on," said Herald.

Authorities later confirmed there was a miscommunication.

State employees received an email of a threat and 20 minutes later another email that said the threat was over.

"There was a rumor of an active shooter and lockdown. That was not true. There was never a lockdown initiated, nor was the person on the Capitol grounds," said Sgt. Steven White with California Highway Patrol.

However, they did make an arrest.

Cody James Moore, 20, was arrested and charged with 40 counts of threatening the life of a government official and 40 counts of threats to commit a crime resulting in death or great bodily injury.

The Capitol division of the CHP made the arrest, but won't release any details of the incident other than his name and that he was arrested in Carmichael.
