Lawmakers Propose Constitutional Amendment To Strip UC Of Some Autonomy

SACRAMENTO, Calif. (AP) - Two state lawmakers are putting forth a constitutional amendment that would strip the University of California of some of its autonomy.

Democratic Sen. Ricardo Lara and Republican Sen. Anthony Cannella introduced Senate Constitutional Amendment 1 on Thursday, which they hope to place on the November 2016 ballot. Two-thirds votes in both houses of the Legislature are required.

The proposal comes after the UC approved tuition increases for the next five years unless the state gives more money to the 10-campus system.

SCA1 would give the Legislature new oversight powers, such as being able to veto tuition increases and executive pay raises.

UC spokesman Steve Montiel says the proposal is a distraction from the state's higher education funding problem. He says the university is already accountable to lawmakers.
